so I've recived a message from a guy called M-Bot, he apparently explains that my art labled Neon was banned cause i used a Phone Photo editing program on it, this my account was Labled and my entry of the Nonstop knight wasn't approved; M-Bot fucked my art, Give him a big old clap and THE ASSHOLE!!!! of the years award 

just to get things clear Photoshop is considered a photoediting programm, so if my art was banned for using such program (though it's a mobile app that doesn't do much more than a Blure effect) why wouldn't we all ban the digital artists for doing the same thing ha? why don't we ban all the Newgrounds useres for using photo editing programs HA ASSHOLE?!!!

in conclusion, Sadly M-Bot is a moderator who blocks private messages, M-Bot's childlish behaviour would be never forgotten and i'll share hatred towards him tell the day of our deaths and hopefully he get reincarnated as an ASSHOLE sniffing Pig.

I don't understand the details of any of that, or of M-bot, though I'm guessing he's good friends with S-bot. Is it trying to claim you either stole the art or traced it from another image, or is the program, regardless of how it's used, just a big no-no for the site? I do all my drawings on either MS Paint or notebook paper (because I won't let an old college notebook contain so many empty pages, dang it!) Anything out of those two is a mystery to me.

it was a slightly edited picture of one of my digital art works where it had a blur effect, XD haven't drawn anything traditional except on my college notebooks, it's literally loaded with doodles everywhere

M-bot is a bot, not a person. Your art was removed by the moderators, evidently because it was a photo. Photography isn't allowed, and if you only made slight edits to a photograph, yes, it would be removed. Users flag the piece and then the moderators review it and decide. You can use photoshop all you want; you just have to draw your own art. Hope that explains a few things.
